Today, the tasks set for state and executive bodies in every decree and resolution of the head of state, as well as in the minutes of meetings, are primarily aimed at ensuring public employment and forming stable sources of income, and completely eradicating poverty in the regions.
To this end, on July 25 of this year, Presidential Decree No. UP-117 was adopted, aimed at introducing effective control mechanisms over the execution of laws, acts of the President of the Republic of Uzbekistan and the Government, and ensuring clear accountability for the results of their execution.
In order to establish public control over the execution of instructions, starting October 1, 2025, a procedure has been established for monthly posting information on executive discipline on web pages, as well as quarterly reporting to the general public.
It should be noted that Mikrokreditbank is also carrying out a number of works to strengthen executive discipline and further improve executive control mechanisms.
First and foremost, the system for conducting records management, document management, receiving legislative acts and instructions, forwarding them to the responsible executor, establishing online monitoring and control over execution, and notifying at least three days in advance of the deadline for execution has been fully digitized.
Performance indicators of executive discipline in the bank were directly linked to the "KPI" system, and on this basis, a systematic assessment of the effectiveness of execution was established.
Also, all issues related to the organization of the execution of instructions are critically discussed weekly on Friday in the presence of the Deputy Chairman of the Board, on Monday in the presence of the Chairman of the Board, and monthly in the Management Board of the bank.
In order to strengthen executive discipline, "economic readings" are regularly organized at the bank in 2026. Additionally, information on executive discipline is posted on the websites of the bank and the Ministry of Justice, and the data is updated monthly.
According to the analysis, in January-March of this year, Mikrokreditbank was tasked with executing 129 instructions of the head of state through the unified interdepartmental electronic system "ijro.gov.uz." As a result of the measures taken by the bank, the fulfillment of all these instructions was ensured.
Based on the instructions set forth in the decrees and resolutions of the Head of State, a total of 2.1 trillion soums in bank loans were allocated in the 1st quarter of 2026 for the financial support of projects of the population and business entities. Including:
165.5 billion soums within the framework of supporting small business entities;
498.9 billion soums under the family entrepreneurship program;
112.0 billion soums within the framework of the "first step into business";
1.1 trillion soums under the investment program;
232.6 billion soums under the "My Mahalla" program;
for large projects (turnover over 100 billion soums) 123 billion soums.
In January-March, 51,538 projects financed by loans from Microcreditbank were launched, and 37,413 jobs were created. Of these, 8,426 people were employed permanently, and 28,987 people were involved in entrepreneurship.
For example, in the "Shampan" mahalla of the Parkent district of the Tashkent region, tomatoes are planted on 10 hectares of land leased to 10 young people (1 hectare each). Futures contracts were signed between the "Transport Globus" enterprise and the landowners for crop cultivation; according to preliminary calculations, 350 tons of products will be grown in the first harvest, and each young person is expected to receive an income of 60 million soums.
Additionally, in order to further develop tourism in our country and create convenience for tourists, more than 10 streets in Andijan, Bukhara, Jizzakh, Kashkadarya, Syrdarya, Khorezm, Fergana, Surkhandarya, Samarkand, and Tashkent have been landscaped, and 24-hour shopping and entertainment centers have been launched.
In January-March 2026, 1,336 micro-projects are planned to be implemented, and as of April 1, 3,356 micro-projects have been uploaded to the "Online-mahalla.uz" platform. Bank loans totaling 41.3 billion soums were allocated for 736 micro-projects included in the platform, creating 1,982 jobs.
Additionally, project packages worth 11.8 billion soums were delivered to 2,379 low-income households, providing employment for 4,800 people.
In the mahallas assigned to Microcreditbank, mahalla bankers and auxiliary agents assisted in allocating 6.8 thousand plastic cards, 37.2 billion soums in deposits to 333 residents, 335.4 billion soums in loans to 7,133 residents, and 28.2 billion soums in problem loans were collected.
In our country, all measures will be taken to ensure the high-quality implementation of adopted legislative acts and instructions regarding ensuring employment and improving the welfare of the population, reducing poverty, and developing entrepreneurship.
