As is known, every decree and resolution of the head of our state, as well as the instructions given to state and executive bodies in the minutes of meetings, are mainly aimed at ensuring employment and forming a stable source of income, and completely eradicating poverty in the regions.
For this purpose, on July 25 of this year, Presidential Decrees No. UP-117 were adopted, aimed at introducing effective mechanisms for monitoring the implementation of laws, acts of the President of the Republic of Uzbekistan and the Government, and ensuring accurate accountability for the results of their implementation.
In order to establish public control over the implementation of instructions, starting from October 1, 2025, the procedure for monthly posting information on enforcement discipline on websites, as well as quarterly reporting to the general public, has been established.
It should be noted that Mikrokreditbank is also carrying out a number of works to strengthen executive discipline and further improve the mechanisms of executive control.
First of all, the system of record keeping, document circulation, adoption of legislative acts and instructions, referral to the responsible executor, establishment of online monitoring and control over execution, and notification of the upcoming deadline for execution at least three days in advance has been fully digitized.
In the bank, performance indicators of performance discipline were directly linked to the "KPI" system, and on this basis, a systematic assessment of performance effectiveness was established.
Also, all issues related to the organization of the execution of instructions are critically discussed weekly on Fridays with the Deputy Chairmen of the Management Board, on Mondays with the Chairman of the Management Board, and monthly with the Bank's Management Board.
In order to strengthen enforcement discipline, regular "economic readings" were organized in the banking system, a total of 11 training seminars were held in the reporting year, and the practice of publishing information on enforcement discipline on the bank's and the Ministry of Justice's websites and updating the information monthly was established.
The main goal is to explain the essence of the documents and ensure the timely and high-quality implementation of priority tasks.
According to the analysis, in January-September of this year, through the unified interdepartmental electronic system "ijro.gov.uz," the execution of 851 instructions of the Head of State was entrusted to Mikrokreditbank. As a result of the measures taken at the bank, the implementation of all these instructions was ensured.
Based on the instructions defined in the decrees and resolutions of the Head of State, 7.993 trillion soums of bank loans were allocated to financially support the projects of the population and business entities. Including:
936.1 billion soums within the framework of supporting small business entities;
1.655 trillion soums within the framework of the family entrepreneurship program;
456.4 billion soums within the framework of "first step to business";
3.7 trillion soums within the framework of the investment program;
1.2 trillion soums within the framework of the "my mahalla" program;
1.1 trillion soums for large projects (turnover over 100 billion soums);
1.3 trillion soums for commercial purposes.
185,477 projects financed by Microcreditbank loans were launched, creating 345,542 jobs. Of these, 122,870 were employed permanently, and 221,672 were involved in entrepreneurship.
For example, New Fly Techno LLC, located in the city of Gulistan, Syrdarya region, allocated a loan of 5.7 million dollars for the implementation of a project for the production of polypropylene food bags with a total value of 10.4 million dollars.
As a result of the launch of this project, 158 jobs will be created, 80 million units of 6 types of bags will be produced annually, and 8.1 thousand tons of food products will be packaged annually.
Within the framework of another project - the construction of the "Sharq" tourist complex around the "Govuk" lake in the city of Khiva, work is underway to organize hotel activities and build shopping and entertainment complexes.
Currently, a 2-story hotel with 95 rooms and 250 beds has been established, and bakeries, 4 guest houses, and restaurants of national and European cuisine are serving the population.
In the Parkent district of the Tashkent region, three five-story residential complexes with a total capacity of 120 apartments have been built, and today 96 apartments have been handed over to their owners.
Ten ten-story residential complexes are being built in the "Yangi O'zbekiston" neighborhood of Kokand. The complex houses 712 apartments, retail outlets, and a kindergarten.
Currently, the construction of 10 multi-story buildings is being carried out at an accelerated pace.
Also, in order to further develop tourism in our country and create conveniences for tourists, 15 streets in the cities of Andijan, Bukhara, Jizzakh, Kashkadarya, Syrdarya, Khorezm, Fergana, Surkhandarya, Samarkand and Tashkent were improved, and 24/7 trading and entertainment points were launched, as a result of which 80 new jobs were created.
In 2025, 98,263 jobs were created as a result of allocating 905.1 billion soums in loans for 47,956 micro-projects.
Also, project packages worth 318 billion soums were delivered to 11,142 low-income households, and 16,704 people were employed.
In the mahallas assigned to Microcreditbank, the mahalla banker and assistant agents have allocated 1.5 trillion soums in loans to date. At the same time, mahalla agents assisted in the allocation of 26.6 thousand plastic cards, savings of 27.8 billion soums from 131 residents, and loans of 822.3 billion soums to 2,704 residents.
In our country, all measures will be taken to ensure the high-quality implementation of adopted legislative acts and assigned tasks to ensure employment and improve the well-being of the population, reduce poverty, and develop entrepreneurship.
The Bank's Management Board has taken strict control over the execution of acts of the President of the Republic of Uzbekistan and the Government.
