
On April 21 of this year, a message titled "Mikrokreditbank and a strange tender" was posted on the "Gazna" telegram channel. It stated that on April 18, Mikrokreditbank held a tender for 3.7 billion soums to provide technical and software services for 390 HUMO ATMs, and that the requirements of the law were violated.
This situation was investigated by bank specialists and the following was determined.
On April 18, 2025, Mikrokreditbank JSCB announced open tenders for the provision of technical and software services for the bank's HUMO ATMs with lot number 423340 based on the Best Proposals Selection Mechanism.
This selection process was organized in full compliance with the requirements of the Law of the Republic of Uzbekistan No. 684 "On Public Procurement" dated April 22, 2021 and the Regulation "On the Procedure for Organizing and Conducting Public Procurement", approved by Resolution of the Cabinet of Ministers No. 276 dated April 20, 2022.
The tender documents, in particular the technical specifications, require that the organization servicing the ATMs within the project have the necessary licenses and permits to work with the relevant processing center - HUMO. It is also an integral part of the selection conditions that the participants must have licenses and permits to work directly with the HUMO processing system.
